INTRODUCTION

The European Commission and US FDA have designated HIBCC as an Issuing Entity for their UDI projects.

For more than 30 years, the HIBC Provider Labeling Standard has been widely supported. Labelers worldwide can use the same barcode according
to the HIBC standard.

To ensure that all HIBC UDIs meet the requirements of the EU 2017/745, FDA USA, MHRA UK, Australia, Saudi Arabia, Turkey, and many other countries, HIBCC works closely with regulatory organizations and labelers.

A standard for data communication using uniform bar code labelling was established in 1983 by the Health Industry Business Communications Council (HIBCC). It is a nonprofit organization supported and funded by the medical sector.

In other sectors, including retail, bar code technology has proven to be an effective tool for cutting costs and human error. Because errors can affect how well people are treated, the possibility is even more significant in the healthcare industry.

The responsibility of developing the Health Industry Bar Code (HIBC) Standard was given to a task force led by the American Hospital Association and several other trade associations in the healthcare sector.

Labeler Identification Codes

LIC stands for Labeler Identification Code which is uniquely assigned to members upon registration and this LIC is used in the codes generated to identify labeler. The HIBCC was created to uphold the Standard and establish the Labeler Identification Codes (LICs), which are encoded in every bar code and are used to identify certain manufacturers. Our principal objective as an ANSI-accredited organization is to standardize data transfer across all stakeholders involved in the healthcare industry in order to simplify electronic communications.

This predetermined area has led to the emergence of our current main initiatives:

  • Predefined numbers, such as the Labeler Identification Code (LIC) and the Health Industry Number, for identifying producers, customers, and products (HIN)
  • UDI is one of the requirements for the Health Industry Bar Code (HIBC) standards.
  • Computerized EDI methods employing ASC X12-compliant message formats
  • Participation in global initiatives to improve electronic communications

HIBCC affirms its long-standing position that labelers are not required to pay continuing fees to acquire and maintain their LIC assignments. When HIBCC developed the Supplier Labeling Standard (SLS) in 1984, HIBCC established a one-time fee basis for assignment of the required Labeler Identification Code (LIC), i.e., the company prefix in the HIBC primary data structure (and more recently in the FDA required UDI).
HIBCC provides you unlimited codes for lifetime.
The HIBC Standards utilize an alphanumeric character set. This allows for literal encryption of a manufacturer’s existing product identifiers into a bar code data structure, eliminating the need for translation of alpha characters into numeric signifiers.
The variable length data structure allows the manufacturer to incorporate current product identifiers without having to truncate or pad digits.
